Here's how we did it:
Deck ledger board has no flashing. Gap in floor board forms water funnel.

Water balloon is created in EIFS under the deck.
Flashing for ledger board is made using a metal brake.
Flashing spans two ledger boards, and then sealed with tape to the new plywood sheathing.
Flange on flashing is overlapped with tarpaper, then the last deck board is put on.
Floor board is flashed with window cap.
Weep grounds are made by drilling holes in 3/4 inch plaster stop.
A gap is left between the plaster stop and the flashing for drainage. Note how the
floor board is angled down away from the wall for water run off.
Fast forward to the finshed wall, showing the drainage gap over the flashing and between the floorboards.
Back of the window trim is sealed with tape. Sealing the trim after the stucco is done doesn't work, contrary to popular belief.
After the basecoat has set up for a week, synthetic finish is applied to match the rest of the house.
